Summary: Applying the mechanism of job position based payment to public employees associated with quality and efficiency of public service is an objective requirement of economic institutional reform in our country. Practice of this mechanism should be thoroughly considered in a relationship of social-economic-political interaction and closely related to effectiveness and efficiency, quality and performance of public service, distribution of management resources, human resource development of the country and ensure social security .The Conclusion No. 23-KL/TW dated 05.29.2012 of the 5th Central Executive Committee Meeting on “Some issues on wages, social insurance, preferential benefits for people with meritorious services to the nation and reform orientation toward the 2020 ” stated clearly as: the reform of mechanism must to ensure: “to control strictly and strive to reduce payroll financed by the state budget; practice of job position based payment, improving the quality and performance of public duties; strictly management of payroll in associated with administrative reform, reorganization and strengthening of the organizational structure. “
