Abstract: Public works program is one of significant programs towards support job creation and income for the poor, help them to gradually stabilize their living, ensure social protection functions (protection, prevention and opportunities promotion). During organizational implementation of public works program, State and social stakeholders play a very important role and directly affect program’s effectiveness. This article focused on nature of public works and role of public-private partnership to offer some recommendations for Vietnam in the coming time.
